JEF is as complex as human beings are. Being its voice as member of the Executive Bureau for the past two years I am now motivated to strengthen its backbone, the Federal Committee. Like a human being JEF fights, JEF feels, JEF is strong and weak at the same time. Let’s make the best out of it, decide on a policy and direction, argue over it in the process, but stick to it and support it once a decision is taken. For a more human, humble and accessible JEF!

Being federal means sharing power between supranational and national, federal and federated. Being federal means following the democratic majority while taking into account the interests of the minority. Being federal means caring about individuals instead of origins and giving up power-play for output-oriented consensus. As a federal organisation, we are hypocrites if we don’t follow these ideals ourselves. Having been a committed member of the Executive Bureau for the past two years, I’m ready to invest my experience, skills and knowledge in serving in the upcoming Federal Committee, possibly on its Presidium. For a federal JEF!

Dear all,
In the past three and a half years, I had the chance to become instantly involved in the work of JEF as a part of the activities of my section: firstly at local level, and then gradually on national level. I have been a coordinator of a local section, then became PR representative at national level and member of the national board, and currently I am Secretary General of JEF-Macedonia. Being an active member of JEF for over three years evolved in a motivation to commit at European level and contribute with my specific background, potential, skills and experience. Therefore I’ve decided to run for a Federal Committee member and become a part of its work in the next two years.
JEF gave me opportunity to gain useful knowledge in the past couple of years. It is basically focused on training, organizational skills, team working skills, creativeness and promoting the political ideas and visions of the young people in Europe and in Macedonia. I’ve organized several seminars, many workshops, a lot of street actions and other activities in my country. I was one of the main organizers of the very successful street action “Visa-forget about it”. At the same time I became active at European level by participating in several international seminars and attending the FCs in the past two years. I have also cooperated and made friendships with a lot of JEFfers from other sections in Europe. The experience I achieved is a starting point that leads to a new level of my involvement in JEF. It is really important to ensure the upgrading of all the member parts of which JEF is consisted. The diversity and different backgrounds of the members are unique base which ensures the wide range of activities, discussion and cooperation we can put into practice. I would stress out that the small sections can be successful in the promoting of our common ideas and goals and be active in JEF as the big sections, and this is a great advantage of ours. I will also like to support the idea of enlargement of EU as one of the most important political goals of the citizens of the Balkan countries-Europe without borders.
I’m very glad to contribute with my personal skills and energy for ensuring the prosperity of JEF on European level and focus on the cause of united and federal Europe. As a part of the WG Branding, I’m eager to contribute to the development of the ways to promote the federalism and our political goals. I am ready to help to achieve stronger and more efficient JEF at all levels. JEF has always been an organization to which I am personally very much attached. Moreover, I can see myself involved in its work and activities in the next two years and I’m willing to dedicate my personal motivation and potential to the development of our political ideas, its implementation and promotion.

Introduction – General Political Analysis Since the end of the Cold War, symbolised by the fall of the Berlin Wall and the peaceful revolution in the countries of Eastern Europe, the world has become a more multipolar place. Terrorist threats however have done everything else than making it a safer place.As the world’s oldest democracy, the United States of America is finding itself in a state of political crisis. Basic human and citizen rights guaranteed by the US Constitution and the Bill of Rights have become diluted, civil liberties have suffered and the country is torn apart by a war in Iraq that has cost the lives of hundreds of thousands of innocent human beings.Outside of Europe, many people expect the European Union to take over a more important role to face the challenges of security, the environment, and the gap between rich and poor countries.That is why there is the need of a strong Europe that promotes peace and acts together with the United Nations for stability, democracy, and a sustainable development.The principle of federalism and the model of European integration are clear and present examples that show how sustainable peace and cooperation among nations could be realised for all people around the world.The economies of China and India have gradually opened to the rest of the world, their hard-working people are steadily catching up with the wealth and prosperity that the US and large parts of Europe have gained and experienced since the end of World War II.Europe therefore has to live up to the expectations of its citizens and of the rest of the world in making a significant step to curbing the pollution of the atmosphere. It must convince other nations to join the global endeavour to lower emissions of greenhouse gases in order to stop global warming and prevent a fatal climate change. Short run – From the Reform Treaty to the 2009 European Elections Since 2000, the European Union has almost reached the adoption of a constitution for the third time in history. In this process, national governments have been both an instrument and an obstacle. A season of hope started between 2000 and 2005. After the disappointing result of the European Council in Nice, the Laeken declaration called a Convention on the Future of Europe, where representatives of governments worked out reform proposals together with representatives of European institutions as well as members of national parliaments and the European parliament. Despite a consensus-based working method and the arrival of foreign ministers, the Convention presented a single project of clearly constitutional nature. After having been amended by an intergovernmental conference, the “Project Establishing a Constitution for Europe” was signed in Rome on October 29th, 2004 by all the member-states of the European Union. However, after the rejection of the proposal in the referenda held in France and the Netherlands, some countries decided to take a break for reflection. JEF Europe denounces the suspension of the ratification process of the constitution project as a decision against the fundamental principle of international law: pacta sunt servanda! Furthermore, we denounce the choice of eighteen countries that did not defend the constitution project despite they had already ratified it in representation of the majority of population and member-states of the E.U. The European Union cannot continue to be a hostage of one or two countries. In order to surpass the unanimity rule, it will be necessary to let citizens speak in the future.JEF Europe is concerned by the current mistrust of governments towards the European project. It is sufficient to compare the Schuman declaration with the conclusions of the European Council of last June to understand how governments are now an obstacle to European integration.The new Reform Treaty proposal is the outcome of this political context. Denouncing the non-democratic method adopted to prepare the mandate of the IGC, we consider that if the RT was adopted, it would not solve the structural problems of the Union. A proof of this is the proposal made by the French president Nicolas Sarkozy to convoke a “wise people’s committee” to reflect on the future of the E.U. in 2020. Although we recognize some institutional innovations of the Reform Treaty, we consider that it is not the task of JEF Europe to promote its ratification. The European elections of 2009 represent a great occasion for a meeting between citizens and political forces that JEF Europe cannot miss. The relaunch of the constitutional perspective has to start from citizens. We invite European parties to create trans-national lists and to appoint their candidates to the presidency of the Commission. Moreover, we propose to compile a “Federal Agenda for a European Government” that presents proposals to implement as governmental acts. To reach this goal, we propose to open a phase of discussion internal and external to JEF. We believe that the 2009 European elections are the right moment to relaunch the image and the political message of our organization. We aspire to be spokespeople of a “new generation of young Europeans.” Medium Run – Relaunch of the Constitution After the Reform Treaty it will be necessary to reopen the constitutional process. The reasons for having a European constitution are still valid and the fears of governments towards European symbols are not justified. In the medium run we are confident that the new elected Parliament will take a new constitutional initiative. The EP will have to formulate reform proposals while asking to call a Constituent Assembly and indicating what to do in case of the absence of unanimity in the ratification process. The future of Europe cannot be entrusted to a “wise people’s committee.” Only an elected Constituent Assembly with voting power could have the legitimacy to decide on our Europe. In this perspective, it could be very useful to relaunch the message of the European referendum campaign: “Let the European people decide!” We consider it crucial to prepare at once a network between political forces and the civil society without which a future campaign for a true federal constitution approved by citizens through a European referendum could not be successful. We believe that a large majority of Europeans is in favour of a more united and stronger Europe. A New Generation for a United Europe The next political challenges also demand some internal changes in our organization. In order to relaunch JEF, it is necessary to explore new paths, to invent new solutions. In order to ensure a future to JEF, we have to share our work and promote tools to cooperate at each level. At the same time, we think about an open-minded JEF that is able to speak to other young people around the planet. There is no “Europe of results” without a vision. We offer our vision. Let’s continue to work in this perspective to honour the memory of Altiero Spinelli in the occasion of the 100th anniversary of his birth and to prepare ourselves together to celebrate the 100th anniversary of the treaties of Rome. We are the new generation for a United Europe.

For a coherent and constructive JEF in the next 2 years (and until 2057?) – Jessica
Dear all,
Following the discussions that have been going on recently about the future of JEF, I’d like to inform you that I have decided to stand for the Vice Presidency of JEF Europe.
I know that for most of you this might sound like many changes in very few days, but I think that it is very important to have a coherent and strong team that desires to work together and I believe that I can help in that sense. I believe that I can favour the strengthening of the links between the European level and the national sections. In particular I’d like to encourage the organisation of a coherent campaign for JEF Europe that would be broadly supported throughout our sections and used as a tool for our members.
Furthermore, the contacts I have created while I was President of JEF France (2 years ago) might be very useful for the organisation during the coming French Presidency of the EU.
I believe that the coming period will be very important for our organisation. We have a solid basis in various national sections, but we need to find a new impulse; a new issue to fight for after the deception of the Constitutional Treaty. This new fight is not about changing our main objective, which is to achieve the constitution of a federal Europe, but it’s about the way to achieve it and how to mobilize the whole of our organisation, the sections and the members in the same direction. We have proven that we are able to organise ourselves and we need to find again this spirit. Furthermore, I believe that it is very important that we start a real political training programme for our members. The work that has been started recently with the renewal of the political platform and the documents produced by the different PC’s and WG’s can be very useful in that perspective. Now, they have to be used and made available for all sections.
With my involvement in the next EB, I’d like to help spreading this dynamic for political training and campaigning and to make sure that the actions developed will be put in place in close cooperation with the sections.
I’m looking forward to seeing you in Copenhagen!

VP Candidate Toni Giugliano – JEF deserves better – I’m Ready. Are you?

After having received the encouragement and support of so many of you, I have decided to stand for the position of Vice President.
Democracy is a principle which I value immensly and firmly believe in. It is a principle that we campaign for in our every day activities, a principle that an organisation like JEF should have at heart.
An organisation that criticises the EU for lack of democratic process; that condemns intergovernmental bargaining and that campaigns to bring democracy to opressed states but is incapable of ensuring it within its internal structures, is not a credible organisation.
JEF’s consensus based mentality should be replaced with that of free election and competition - a sign of a well functioning and healthy organisation. And its with this belief that I stand for this position.
After campaigning for Federalism in the UK for over four years as President
and International Officer, I have gained the necessary experience to
concentrate my efforts at the European level and work tirelessly for the
Executive Bureau.
I have an incredible passion for this organisation and the political message
that it strives to deliver. It’s the frustration, the anguish, the struggle
for change that keeps on motivating me – the conviction that our message is
the right message and the responsibility that we carry, to fight for the
cause of European unity; because if WE don’t, then who will?
I believe that over the past years I have demonstrated my effort and
commitment to this organisation and I stand for election not as a
representative of a section, but as a committed individual.
-An individual who worked to unite the two conflicting sections of the UK -
politically and constitutionally reforming and regenerating the section;
-An individual who has worked with sections across Europe through seminars,
projects and actions and gained valuable experience;
-An individual with a profound Federalist conviction who will never get
tired of proclaiming it;
-An individual who knows how to listen.
I see myself as the motivator in the future EB; getting Jeffers back on the
streets, organising actions and campaigns and working on grass-root
membership. I intend to:
-Co-ordinate actions and work to ensure that JEF will be ready to face a
future campaign.
-Be responsible for the media/PR, TNF and publications to promote our
organisation;
-Ensure that all sections – large and small – have a voice and are being
listened to.
-Co-operate closely with sections but especially regional and local groups and assess
their needs;
-Increase dialogue with sections regarding policy between FC meetings;
-Focus on policy rather than theory; concentrate on issues that citizens
can relate to, and work on increasing the visibility of the organisation;
-Further co-operation with similar minded organisations and act as a link;
I am looking forward to seeing you in Copenhagen and hearing your views regarding the future of JEF and to discuss my priorities and vision for the organisation with every one of you.

Welcome “Together…in 2057”!

This year the European Union is celebrating the 50th anniversary of the Rome Treaty with the slogan “Together since 1957” but it seems that despite the unanimous decision of the last European Council, the governments are de facto splitting Europe. The fact that some countries are opting out from the Charter of Fundamental Rights means for instance that, very soon, not all European citizens will have the same rights! All Europeans are concerned with this perspective, especially the young people.
We, the Young European Federalists (JEF), are united in our common vision of the future of Europe. The next Congress of JEF (Copenhagen, Denmark, 19-21 October 2007) should be an occasion for showing that “our European Union” will be much more democratic, united and federal than the current “Europe of governments”. We invite all those who want to debate the future of Europe and JEF to join this blog. We invite in particular those who are running for a statutory position (members of the Federal Committee, Executive Bureau, Arbitration Board, President and Vice Presidents) to post their presentations here (see also the documents on www.jef.eu). In this way any JEF member will have a chance to ask questions to the candidates and to send their contributions.
Those who are not (yet?) members are invited to our discussions, too. It could be a good opportunity to discover a new youth organisation, which aims at being collaborative, transparent, dynamic and strong… an organisation where you could spend some years of your life!?
We are the generation that will celebrate one century since the Rome Treaty…Let’s start to prepare this anniversary Living Europe Together… in 2057 (and more!).

Jari-Pekka Kaleva – FC Candidate
When I was asked to candidate for member of the Federal Committee, I had a serious thought about my way of spending the upcoming two years. After JEF-Finland, whose vice-president I have been during last two years, decided to support my candidature, I decided to run for it.
During the last years I have also been the voluntary AD of JEF-Finland, that lead me to join WG Branding of JEF-Europe. Great work done by Sam inspired me to run for working voluntary for JEF, and especially for its branding for the next two years. For me JEF is multifaceted and thus it has to have also multiple visual images. JEF has to support its member organisations in finding new and innovative goals for campaigning for our common, federal, goal.

Till Burckhardt – Treasurer Candidate
Dear JEFfers,
we, the Young European Federalists, constitute a diverse team, which plays together to reach a common dream: that of a united and federal Europe. After having been JEF member for five years, I am glad to accept Samuele’s proposal to join his team and run for treasurer. I am now prepared to face a new challenge: by using my experience as JEFfer as well as my educational background in economics and finance I aim to ensure adequate funds for the pursuit of our visions and to keep our budget balanced.
As all JEFfers, I am strongly committed to federalism and I consider that we ought to manage our network according to its following principles.
• Subsidiarity: The European umbrella organization must exclusively take over tasks that cannot be fulfilled more efficiently by local, regional, and national sections. Moreover, it should encourage cooperation within the network. The treasurer should promote the exchange of good financial management practices between sections.
• Transparency: Every single member in every region should feel represented by the European bodies and should be informed about their action. The treasurer could contribute to increase transparency by communicating relevant facts and figures to FC members and national sections as well as on the new website.
• Accountability: The financial resources of JEF Europe are scarce, and they need to be managed in a cost-effective way. My primary commitment would be to put an end to the budget imbalances that threaten the future of our organisation. Moreover, I aim to promote solutions that ensure a levelled playing field between members and that encourage personal accountability rather than blind cuts of expenses.
As treasurer, I would see two major goals to achieve during my office.
• Diversify funding: The European Commission and the Council of Europe are our two main sponsors. However, a large part of the budget is still funded by deficits and contributions of involved JEF members. In a comprehensive strategy to be determined with the new Executive Bureau, it would be committed to attract new sponsors, such as private foundations.
• Ensure a balanced budget: A balanced budget is the guarantee for the financial sustainability of our future. As a consequence, my first commitment is to ensure that expenditures do not exceed income and that resources are affected cost-efficiently to their destinations.
Working with JEFfers has always been a valuable experience for me, and I am certain that thanks to our strong team spirit, we will meet ambitious goals in the upcoming years.
Together we will demonstrate that it is possible to keep balanced European budgets and to provide funding to worthwhile European projects.
Naturally, any eventual proposals, questions, and/or comments on your behalf would be most welcome. I look forward to meet you in Copenhagen and in a united and federal Europe in 2057.

Pauline Gessant – FC Candidate
Dear Jeffers,
I’m Pauline Gessant. I’m 27 years old. Member of JEF since 2004, I’ve been active at different levels of our organization. I have been President of a local section and currently I’m President of JEF-France till the beginning of December. I‘ve taken part in all JEF Europe FC since two years and have actively participated in several international seminars : Finland 2006, Athens 2006, United 2006 and 2007, Ventotene 2007. I’ve also been cochair of Branding working group. Keen to share practical experiences and contribute to the political reflexion, I’m running for this FC term to face the external and internal challenges of our organization and meet our goal of a federal Europe.
I think we should use even more the advantages of an umbrella organization : exchanging experiences between sections, launching transnational campaigns, supporting sections in their projects, contributing to the training of our members, discussing the future of Europe by taking advantage of diverse points of views … That’s why it’s important for JEF-Europe to have a strong structure, a balanced budget and an involved FC.
Our organization should moreover develop its political reflection and I’m willing to contribute to this task by chairing a PC. Some important events in the following months should also be well prepared such as the European elections in order to make sure that our positions will be promoted and taken into account.
To conclude, I would like to paraphrase Jean Monnet : Don’t be optimistic, don’t be pessimistic, be determined to reach our goal of a more democratic, efficient and united Europe, having the ability to act on the world scene: in a word, a federal Europe.
