JEF is as complex as human beings are. Being its voice as member of the Executive Bureau for the past two years I am now motivated to strengthen its backbone, the Federal Committee. Like a human being JEF fights, JEF feels, JEF is strong and weak at the same time.  Let’s make the best out of it, decide on a policy and direction, argue over it in the process, but stick to it and support it once a decision is taken.  For a more human, humble and accessible JEF!

Being federal means sharing power between supranational and national, federal and federated. Being federal means following the democratic majority while taking into account the interests of the minority. Being federal means caring about individuals instead of origins and giving up power-play for output-oriented consensus.  As a federal organisation, we are hypocrites if we don’t follow these ideals ourselves. Having been a committed member of the Executive Bureau for the past two years, I’m ready to invest my experience, skills and knowledge in serving in the upcoming Federal Committee, possibly on its Presidium.  For a federal JEF!

After having received the encouragement and support of so many of you, I have decided to stand for the position of Vice President.

Democracy is a principle which I value immensly and firmly believe in. It is a principle that we campaign for in our every day activities, a principle that an organisation like JEF should have at heart.

An organisation that criticises the EU for lack of democratic process; that condemns intergovernmental bargaining and that campaigns to bring democracy to opressed states but is incapable of ensuring it within its internal structures, is not a credible organisation.

JEF’s consensus based mentality should be replaced with that of free election and competition -  a sign of a well functioning and healthy organisation. And its with this belief that I stand for this position.

After campaigning for Federalism in the UK for over four years as President
and International Officer, I have gained the necessary experience to
concentrate my efforts at the European level and work tirelessly for the
Executive Bureau.

I have an incredible passion for this organisation and the political message
that it strives to deliver. It’s the frustration, the anguish, the struggle
for change that keeps on motivating me – the conviction that our message is
the right message and the responsibility that we carry, to fight for the
cause of European unity; because if WE don’t, then who will?

I believe that over the past years I have demonstrated my effort and
commitment to this organisation and I stand for election not as a
representative of a section, but as a committed individual.

-An individual who worked to unite the two conflicting sections of the UK -
politically and constitutionally reforming and regenerating the section;

-An individual who has worked with sections across Europe through seminars,
projects and actions and gained valuable experience;

-An individual with a profound Federalist conviction who will never get
tired of proclaiming it;

-An individual who knows how to listen.

I see myself as the motivator in the future EB; getting Jeffers back on the
streets, organising actions and campaigns and working on grass-root
membership. I intend to:

-Co-ordinate actions and work to ensure that JEF will be ready to face a
future campaign.

-Be responsible for the media/PR, TNF and publications to promote our
organisation;

-Ensure that all sections – large and small – have a voice and are being
listened to.

-Co-operate closely with sections but especially regional and local groups and assess
their needs;

-Increase dialogue with sections regarding policy between FC meetings;

-Focus on policy rather than theory; concentrate on issues that citizens
can relate to, and work on increasing the visibility of the organisation;

-Further co-operation with similar minded organisations and act as a link;

I am looking forward to seeing you in Copenhagen and hearing your views regarding the future of JEF and to discuss my priorities and vision for the organisation with every one of you.

Jari-Pekka Kaleva – FC Candidate

jari-pekka-kaleva.jpgWhen I was asked to candidate for member of the Federal Committee, I had a serious thought about my way of spending the upcoming two years. After JEF-Finland, whose vice-president I have been during last two years, decided to support my candidature, I decided to run for it.

During the last years I have also been the voluntary AD of JEF-Finland, that lead me to join WG Branding of JEF-Europe. Great work done by Sam inspired me to run for working voluntary for JEF, and especially for its branding for the next two years. For me JEF is multifaceted and thus it has to have also multiple visual images. JEF has to support its member organisations in finding new and innovative goals for campaigning for our common, federal, goal.

Till Burckhardt – Treasurer Candidate

Dear JEFfers,

till_waldenburg.JPG we, the Young European Federalists, constitute a diverse team, which plays together to reach a common dream: that of a united and federal Europe. After having been JEF member for five years, I am glad to accept Samuele’s proposal to join his team and run for treasurer. I am now prepared to face a new challenge: by using my experience as JEFfer as well as my educational background in economics and finance I aim to ensure adequate funds for the pursuit of our visions and to keep our budget balanced.

As all JEFfers, I am strongly committed to federalism and I consider that we ought to manage our network according to its following principles.

• Subsidiarity: The European umbrella organization must exclusively take over tasks that cannot be fulfilled more efficiently by local, regional, and national sections. Moreover, it should encourage cooperation within the network. The treasurer should promote the exchange of good financial management practices between sections.

• Transparency: Every single member in every region should feel represented by the European bodies and should be informed about their action. The treasurer could contribute to increase transparency by communicating relevant facts and figures to FC members and national sections as well as on the new website.

• Accountability: The financial resources of JEF Europe are scarce, and they need to be managed in a cost-effective way. My primary commitment would be to put an end to the budget imbalances that threaten the future of our organisation. Moreover, I aim to promote solutions that ensure a levelled playing field between members and that encourage personal accountability rather than blind cuts of expenses.

As treasurer, I would see two major goals to achieve during my office.

• Diversify funding: The European Commission and the Council of Europe are our two main sponsors. However, a large part of the budget is still funded by deficits and contributions of involved JEF members. In a comprehensive strategy to be determined with the new Executive Bureau, it would be committed to attract new sponsors, such as private foundations.

• Ensure a balanced budget: A balanced budget is the guarantee for the financial sustainability of our future. As a consequence, my first commitment is to ensure that expenditures do not exceed income and that resources are affected cost-efficiently to their destinations.

Working with JEFfers has always been a valuable experience for me, and I am certain that thanks to our strong team spirit, we will meet ambitious goals in the upcoming years.

Together we will demonstrate that it is possible to keep balanced European budgets and to provide funding to worthwhile European projects.

Naturally, any eventual proposals, questions, and/or comments on your behalf would be most welcome. I look forward to meet you in Copenhagen and in a united and federal Europe in 2057.

Pauline Gessant – FC Candidate

photo-pg.jpgI’m Pauline Gessant. I’m 27 years old. Member of JEF since 2004, I’ve been active at different levels of our organization. I have been President of a local section and currently I’m President of JEF-France till the beginning of December. I‘ve taken part in all JEF Europe FC since two years and have actively participated in several international seminars : Finland 2006, Athens 2006, United 2006 and 2007, Ventotene 2007.  I’ve also been cochair of Branding working group. Keen to share practical experiences and contribute to the political reflexion, I’m running for this FC term to face the external and internal challenges of our organization and meet our goal of a federal Europe.
I think we should use even more the advantages of an umbrella organization : exchanging experiences between sections, launching transnational campaigns, supporting sections in their projects, contributing to the training of our members, discussing the future of Europe by taking advantage of diverse points of views … That’s why it’s important for JEF-Europe to have a strong structure, a balanced budget and an involved FC.
Our organization should moreover develop its political reflection and I’m willing to contribute to this task by chairing a PC.  Some important events in the following months should also be well prepared such as the European elections in order to make sure that our positions will be promoted and taken into account.
To conclude, I would like to paraphrase Jean Monnet : Don’t be optimistic, don’t be pessimistic, be determined to reach our goal of a more democratic, efficient and united Europe, having the ability to act on the world scene: in a word, a federal Europe.

Martin Teubner – FC Candidate

Dear Friends,

martin_teubner.jpgWhen I started my studies in Germany in 2004 I was desperately looking for an organization that would work on ideas on how to create a Europe without borders in which everyone can live a safe and wealthy life and where everybody had an equal opportunity to join the discussions and actions. That was when I found JEF.

Since then I was able to work together with a lot of really interesting people from all around the country and the continent. In these last years I figured that our organization is unique in Europe. We are a political organization with a precise goal but at the same time we care about so many different things that are important to our generation in despite of different ideas and backgrounds. We truly are united in diversity. That makes us as JEF rich. I would love to help to preserve and strengthen this richness.

During the next two years I want to be part of a committee that recognizes that we can only play a significant role among the European youth when we can actually represent a big number of young Europeans. That means that we have to convince more young people to become actively involved for a democratic and transparent Europe without borders. We need to help all those who like to do something, give them tools, and help them to spread. That means also that we need to continue to have campaigns since these actions help especially the smaller sections that cannot establish their own campaigns and have several seminars throughout the year. But that means also that JEF-Europe as an umbrella to all other sections needs to be aware of financial obstacles as a crucial topic for a good working organization.

We do not need to reinvent the wheel every two years. I think we just have to ensure that the good work that is done all over Europe is enabled to continue and increase. So that we can reach out for more people: i.e. for young workers and those who usually do not have the opportunity to take part in international exchanges. That’s why I want to become a member of the Federal Committee.

Marta Semplici – FC Candidate

dsc0231623223.JPGI’d like to state my candidature for the FC. Since I’ve been working for the International Office of Jef Italy I’m closer to the European level of our organisation. Being involved in the Jef FC let me be more active on this level.

In the last year, I’ve been very involved in the editorial board of Eurobull, the Italian version of the Taurillon. I can assure you it’s a great experience that can help a lot Jeffers to be known outside. The online version of a journal is a very good tool in order to reach other parts of the civil society. Don’t forget that after sending a press release online, Jef Italy has got the chance to be called by the Italian MPs for a meeting.

I think that it’s an important period for Jef, both internally and externally. We’re now living a big renewal of people in Jef, maybe with less experience but not for that less motivated. Despite the number of Jef members seems to be decreasing over the years, having new members getting more and more involved in the organisation clearly show all the potentialities of our organisation that is far from perishing. We could strength the solidarity among national sections in order to involve them in the European level and at the same time making the EB as well as the FC become an essential partners of the sections. That’s extremely important especially during the phase of internal consolidation of Jef.

Involvement in Jef has always meant actions and initiatives: this is the reason way, we need a large view on what’s happening outside us. The more serious and farsighted our thinking is, the more people we can get. I guess it’s important to continue on explaining and promoting our federalist vision of Europe, especially today when weaknesses and mistrust on the European integration process seem to be the only reality. Things are more complex, there’s not only crisis in Europe. We have another story to tell, the one of trust and hope in the European integration, the one of a generation of young people being proud to live in Europe and willing to change something into better. Jef is a part of this positive reality of Europe and we shouldn’t be shy on telling our story.

Talking about how I see the institutional issue today, I’d say that in theory, we even could campaign against this Reform treaty. I said in theory. Of course, our action should fit with the reality of things. But I’d like to be pragmatic, as Philippe suggest, in a different way.

I see the problem that in some countries the anti European side is claiming for a referendum, being aware of the chance they have to stop the Reform treaty ratification. It’s happening in UK, according recent news in Denmark, while in Ireland is constitutionally demanded. Even if the Reform treaty will fail, I don’t think it would mean the end of EU once for ever. Don’t forget that neither the Reform treaty will solve every institutional dysfunction. The majority system of vote, for example, would enter into force only later, while the veto will remain the rule on relevant question. I’m not saying there are no progress in the Reform treaty but I believe that they’re too few and the method through which we got this treaty don’t allow us to campaign for it. Such a campaign would mean campaigning for something indefensible and legitimating the anti European voice.

We don’t have to fear the Euro pessimism wave and doing nothing. As federalist organisation we know that there’re other solutions for Europe, the ones based on transparency and democratic principles that still need to be applied at European level.

During the June Council, what has been violated is the voice of the majority of Europeans voted yes to the Constitutional Treaty and which at the end realised they counted less than zero in front of their Governments. It’s also the principle of Pacta sunt servanda that has been violated: 27 governments committed theirselves in front of their citizens signing a treaty (some of them even ratified it with a popular mandate) then stepping back because of the lack of unanimity and of any Plan B. That’s why, in 18 countries we cannot fool people asking them to support a text that has been changed without their mandate and on behalf of their previous democratic decision.

We aren’t Governments nor political parties, we’re federalist youth organisation. Our job is not defending their failure in front of the citizens; we’re together with the citizens asking institutional reform and more ambitious policies. Counterbalancing ridiculous anti European arguments is a daily work that every proeuropean should do constantly. Federalists can do something more to, that is explaining to the people how could the EU work better in the future.

We were far more utopian when we were asking a Constitution in 2000 with the Nice Treaty and not yet a Convention. Today we’re just very demanding, we’re very simply claiming for our rights, if asking for a new Constitution. They promised us one and they gave up. They’re even thinking to move the debate of the future of Europe to the hands of some Wise Men, instead of convoking a new Convention! That’s not all folks!
